AN ORDINANCE AMENDING TITLE XXXIV, TRANSPORTATION, CHAPTER 2, AUTOCABS, OF THE REVISED GENERAL ORDINANCES OF THE CITY OF NEWARK, NEW JERSEY (2000) AS AMENDED AND SUPPLEMENTED, BY ADDING THERETO A NEW PARAGRAPH WHICH LIMITS THE NUMBER OF AUTOCAB LICENSES ISSUED IN THE CITY OF NEWARK AT ONE TIME TO SIX HUNDRED (600).

34:2-10. ISSUANCE OF AUTOCAB LICENSE AND DRIVER'S LICENSE; CONTENTS; DISPLAY; NUMBER LIMITED.
a. Upon approval of an application for an autocab license and driver's license by the Manager and/or Commission, the Manager shall issue the license to the applicant. The license shall bear the name, signature and photo of the applicant. It shall also contain the City of Newark's license number and bear the signature of the Manager of the Division, together with a notice that in case of a complaint, the Division shall be notified of the autocab license number and/or driver's license number.
Upon receipt, the autocab driver shall display the autocab license, together with the driver's license, on the left visor or on top of the right side of the dashboard in full view of any passenger(s) in the rear seat of the autocab at all times.
b. The number of autocab licenses issued and in use in the City at any one time shall not exceed six hundred (600). For any new licenses issued subsequent to September 1, 2012, the Division of Taxicabs shall establish a procedure for issuance thereof, which licenses shall hereinafter be referred to as the Additional Autocab Licenses. The Division of Taxicabs may issue all or a portion of the Additional Autocab Licenses available (or those revoked and not issued) to qualified persons. Issuance of the Additional Autocab Licenses and all other available licenses shall be made through application for a license, submitted by each applicant in accordance with the procedures established by the Division of Taxicabs.
