WHEREAS, pursuant to Resolution 7R1-A adopted on March 16, 2011, the Municipal Council for the City of Newark authorized the Mayor and the Business Administrator to enter into an agreement to receive and redistribute unexpended, Emergency Shelter Grants funds in the amount of $301,539.42 from the United States Department of Housing and Urban Development’s (HUD) Emergency Shelter Grants (ESG) Program; and
WHEREAS, due to the importance of the ESG Program and programs funded in whole or in part by ESG funds awarded to the City of Newark and performed or operated by local sub-recipients for the benefit of the public, as well as the importance if utilizing ESG funding in a timely manner, the Mayor and the Business Administrator believe it is in the best interest of the City and the public, who benefit from these services and programs to reprogram unexpended ESG funds from prior program years to satisfy the current needs of the public; and
