WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $335,000.00 bringing total program resources to $1,976,073.00, for the Homeless HRSA Program and no adequate provision has been made in the 2012 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by authorizing Resolution 7R2-a dated June 7, 2012, the City of Newark accepted the Homeless HRSA Grant in the amount of $704,177.00, to provide medical care, social services, substance abuse and mental health counseling to the homeless population within the City of Newark ;and
