WHEREAS, the United States Department of Justice (“USDOJ”) has made funds available through its Second Chance Adult and Juvenile Offender Reentry Demonstration Program (“Second Chance Reentry Project”), which encouraged cities to develop community-based strategies to reduce crime, violence, and recidivism by fifty (50%) percent within a five (5) year period; and
WHEREAS, through Resolution 7R3-A, adopted March 2, 2011, the City of Newark Municipal Council ratified and authorized the Office of Reentry of the Department of Economic and Housing Development (“DEHD”) in conjunction with the Office of the Business Administrator, to prepare a proposal and application to the USDOJ for grant funding in the amount of $750,000.00 for t...
