WHEREAS, on October 17, 2012, the Department of Engineering, City of Newark, advertised for the receipt of sealed bids for Contract #15-2012, Essex County Improvement Authority Renovations at the Fire and Police Special Operations Building, 470 Orange Street, Newark, New Jersey 07107, pursuant to the Local Public Contracts Laws, N.J.S.A. 40A:11-1 et seq.; and
WHEREAS, on December 5, 2012, the scheduled date for the public opening of bids, nine (9) bids were received; and
WHEREAS, the lowest numerical bidder, Accurate Construction, Inc., withdrew its bid submission claiming the base bid of $135,000.00 did not include the owner’s $20,000.00 allowance as shown on page 26 of the bid forms, this figure was inadvertently omitted when the final base bid was computed; and
WHEREAS, after a review of the bids received, USA Architects, 20 North Doughty Avenue, Somerville, New Jersey 08876, the professional services consultant employed by the City of Newark for this project, recommended that the contract be awarded to Omega Service Maintenance Corp, 11 Evergreen Avenue, Neptune City, New Jersey 07753, fo...
