WHEREAS, The Clean Communities Act P.L. 1996, c. 187, established a grant fund from which grants may be made to municipalities in order to encourage increased anti-litter campaigns; and

WHEREAS, the City of Newark is eligible to receive an annual grant under the Clean Communities Act of the State of New Jersey (N.J.S.A.13:1E-217), administered by the New Jersey Department of Environmental Protection (NJDEP), to create or to supplement an existing litter reduction program within the municipality; and

WHEREAS, it is the intent of this Act to use the grants to develop new municipal anti-litter programs and to continue and expand existing programs; and

WHEREAS, municipalities are required to plan and implement a program, which combines the elements of litter clean-up and removal, enforcement of litter related laws and ordinances, litter abatement, public information and education, and encourage the proper handling of solid waste; and
