WHEREAS, pursuant to N.J.S.A. 40A: 4-19 the Municipal Council of the City of Newark, New Jersey; adopted Resolution 7R1-q dated February 6, 2013, to provide temporary funds for the period of January 1, 2013 through March 31, 2013, until the adoption of the Operating Budget of the City of Newark, New Jersey; and Resolution # S2 dated February 28, 2013 to be considered and adopted at its scheduled meeting on April 3, 2013 to provide funds for the period of April 1, 2013 to April 30, 2013 until the adoption of the Operating Budget of the City of Newark, New Jersey; and
WHEREAS, additional appropriations will be required for the Sewer Utility from May 1, 2013 through May 31, 2013, until the adoption of the Operating Budget; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year ...
