WHEREAS, the Central Avenue Bridge over the Newark City Subway is 106 years old; and
WHEREAS, TranSystem Corporation conducted a biannual Re-Evaluation Bridge Survey Report, Cycle Number 9, dated November 29, 2012; and
WHEREAS, the Re-Evaluation Bridge Survey Report concluded that the bridge is in overall serious condition due to the inventory ratings; the overall physical condition of the bridge is poor due to the superstructure; the structure is functionally obsolete due to inadequate under clearances; the structure is classified as structurally deficient due to the condition of the bridge and low sufficiency ratings; and
WHEREAS, the City of Newark is eligible to apply for to the North Jersey Transportation Planning Authority (NJTPA) Local Capital Project Delivery Program, Concept Development Phase Study, to undertake a comprehensive evaluation of the structure complete with viable options for repairing or rebuilding of the structure; and
WHEREAS, the Department of Engineering is seeking a Resolution of Support authorizing the Mayor and the Acting Director of Engineering to apply to the North Jersey Transportation Planning Authority (NJTPA), for purpose of undertaking a FY 2016 Central Avenue Bridge Concept Development Phase Study; and
WHEREAS, on or about September 12, 2014, on behalf of the City of Newark, the Acting Director of the Department of Engineering will submit an application to North Jersey Transportation Planning Authority (NJTPA), requesting grant funding in the amount of $302,400.00 from the Local Capital Project Delivery Program, Concept Development Phase Study for the Central Avenue Bridge Concept Development Phase Study.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Municipal Council hereby supports the City of Newark, Department of Engineering, Division of Traffic and Signals, application to the NJTPA's Local Capital Project Delivery Program, Concept Development Phase Study; and further authorizes the Mayor and the Acting Director of Engineering to enter into and execute a contract with the NJTPA should the Central Avenue Bridge study be selected as a participant of the program.
2. The City of Newark is not required to provide any local matching funds for this grant.
3. The Mayor and/or his designee, the Acting Director of the Department of Engineering, are hereby authorized to submit a grant application identified as Central Avenue Bridge Concept Development Phase Study to the North Jersey Transportation Planning Authority (NJTPA) requesting grant funding in the amount of $302,400.00.
4. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
5. Upon notification of the receipt of a grant award in connection with this application, the grant is hereby accepted.
6. Upon notification of the receipt of a grant award in connection with this application, the Mayor and/or his designee, the Acting Director of the Department of Engineering and the City Clerk, are hereby authorized to sign the grant agreement on behalf of the City of Newark and their signature constitutes acceptance of the terms and conditions of the grant agreement and approves the execution of the grant agreement.
7. A fully executed copy of this contract shall be filed in the Office of the City Clerk by the Director of Engineering.
