WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $548,578.00, for the Emergency Solutions Grant (ESG) to provide homeless prevention, rapid rehousing, utilities and homeless assistance to residents within the City of Newark; and no adequate provision has been made in the 2015 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

WHEREAS, by Resolution 7R1-k dated January 7, 2015, the City of Newark accepted funds for the ESG Program from the U.S. Department of Housing and Urban Development (HUD) in the amount of $548,578.00 to provide homeless prevention, rapid rehousing, utilities and homeless assistance to residents within the City of Newark; and
