WHEREAS the City of Newark serves as the Host Community as the result of City
land occupied by Newark Liberty International Airport and Seaport, leased and operated by the Port Authority of New York and New Jersey, as well as other Port Authority facilities situated within the City of Newark, said properties consisting of approximately one third of the City's total acreage, and

WHEREAS the City of Newark seeks a constructive relationship with the Port Authority whereby the City of Newark is reasonably and fairly compensated for the use of City property and the City's legitimate concerns are addressed by the Port Authority

NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY ON NEWARK, NEW JERSEY THAT

The City of Newark hereby supports establishing a "Host Community Bill of Rights" to increase communication and accountability, and to establish a better, more honest and transparent relationship with the Port Authority, as follows:

1. Each host municipality shall have the right to appoint one elected official to a Port Authority of New York and New Jersey Advisory Committee which shall meet Monthly with the Commissioners and Executive Staff of the Port Authority.

2. The Port Authority shall make a good faith effort to fairly compensate any municipality in which it rents or owns property.

3. Each host municipality will have the ability to assign one representative to serve on a public safety task force with representatives from the Port Authority.

4. The Port Authority must publish on a semiannual basis a priority list of infrastructure projects with a detaile...
