WHEREAS, on May 19, 2015, the City of Newark, through its former Purchasing Director, advertised to solicit bids for a contract to provide the City of Newark Bus Services, Transportation/NRS (Special Events and Activities, Out of State and Local Trips) for the Department of Neighborhood and Recreational Services, as described in the attached bid proposal; and
WHEREAS, the Division of Central Purchasing distributed twelve (12) bid proposal packages to prospective vendors following the May 19, 2016 advertisement; and
WHEREAS, on June 4, 2015, the Division of Central Purchasing received four (4) bids in response to this advertisement; and
