WHEREAS, without any application required by the City of Newark, the State of New Jersey, Department of Labor and Workforce Development granted the City of Newark $168,368.00 in Workforce Development Partnership Program - Dislocated Worker - Employer FOCUS (WDP-DW-EF) funds for State Fiscal Year 2016 (July 1, 2015 through June 30, 2016); and
ITA’s (75%) $126,276.00

WHEREAS, these funds are available to New Jersey Workforce Investments Boards (WIB’s) to support job-driven training programs that will lead New Jersey’s dislocated workers, including, long-term unemployed and Unemployment Insurance (UI) clients with no more benefits to meaningful employment; and.
WHEREAS, all participants must meet the definition of “Qualified Displaced Worker” as stated in Section 12:23-1.1 of the Workforce Development Partnership Program regulations. The long-term unemployed and UI clients should also be targeted for participation. The maximum training amount is $4,000 per worker for the period of July 1, 2015 through June 30, 2016 support training as stated in the clients Employability Development Plan. Remedial education cannot exceed $2,000 per client; and
WHEREAS, training grant monies can be expended on books, supplies and/or equipment which have been identified by the institution as a requirement to complete the training program. Application fees may be paid by the grant such as library fees, lab fees, computer lab and testing fees; and
WHEREAS, these funds must be fully obligated by June 30, 2016 and fully expended by December 31, 2016; and
WHEREAS, no municipal funds or commitment of municipal resources or staff, are required for receipt or acceptance of the grant funds; and
WHEREAS, it is in the best interest of the City of Newark to accept and expend these funds.
NOW, THEREFORE, BE RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee(s), the Deputy Mayor, Workforce Development and Director of One Stop Career Center/NewarkWORKS, are hereby authorized to accept Workforce Development Partnership Program -Dislocated Worker - Employer Focus Allotment funds in the amount of $168,368.00 from the State of New Jersey, Department of Labor and Workforce Development for Program Year 2016 (July 1, 2015 through June 30, 2016, copies of the grant Award Letter and the Notice of Obligation (NOO) are attached hereto and made a part hereof).
2. The Mayor and/or his designee(s), the Deputy Mayor, Workforce Development and the Director of One Stop Career Center/NewarkWORKS, are hereby authorized to enter into and execute a Program 2016 Newark Workforce Development Area Contract, as may be necessary to expend the funds no later than December 31, 2016.
3. The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 2015 to date of adoption of the authorizing resolution.
4. No municipal funds, or commitment of municipal resources, nor staff, are required for the receipt or acceptance of the grant funds that are awarded.
5. The Director of the One Stop Career Center/NewarkWORKS shall file copies of the Grant Award Letter for Program Year 2016 and the Notice of Obligation with the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee(s), the Deputy Mayor Workforce Development and the Director of One Stop Career Center/NewarkWORKS, to accept Workforce Development Partnership Program-Dislocated Worker-Employer Focus Allotment funds in the amount of $168,368.00 from the State of New Jersey, Department of Labor and Workforce Development. These funds are allocated for the period of July 1, 2015 through June 30, 2016 and must be fully expended by no later than December 31, 2016. No municipal funds, or commitment of municipal resources or staff, are required for the receipt or acceptance of the grant funds.
