WHEREAS, the City of Newark receives Transitional Aid from the State of New Jersey as it has been determined by the Director of the Division of Local Government Services to be a municipality in serious financial distress; and
WHEREAS, the City is constantly looking for additional sources of revenue and creative ways to bring income into the City; and
WHEREAS, the City, through the Department of Neighborhood and Recreational Services is desirous of facilitating a one-day outdoor City outing, open to all Newark residents, to provide families with food and refreshments, games, rides, recreation and entertainment in a wholesome and nurturing environment ("Celebrate Newark Families Day with the Mayor and the Newark Municipal Council" or "Newark Family Day"); and
