WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $168,368.00 bringing total program resources to $168,368.00 for Workforce Development Partnership Program - Dislocated Worker - Employer Focus and no provision has been made in the 2016 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by award letter dated August 17, 2015, from the New Jersey the Department of Labor and Workforce Development (NJDOLWD), Workforce Development and Economic Opportunity, the City of Newark has been awarded $168,368.00 to support job-driven training programs; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and.
WHEREAS, the emergency appropriations adopted in 2016 pursuant to N.J.S.A. 40A:4-20 including this resolution total................ $286,072,597.34.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. An emergency appropriation be and the same is hereby made for the following classification:
Program Amount
Workforce Development Partnership $168,368.00
Program - Dislocated Worker - Employer Focus
2. Said emergency appropriation shall be provided for in the 2016 budget.
3. A copy of this resolution shall be filed with the Director of the Division of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This Legislation establishes an increase in Appropriation for Workforce Development Partnership Program - Dislocated Worker - Employer Focus in the amount of $168,368.00. These funds have been awarded by the New Jersey Department of Labor and Workforce Development (NJDOLWD), Workforce Development and Economic Opportunity. The project period is July 1, 2015 through June 30, 2016. (City-wide)
