WHEREAS, the City of Newark, Department of Public Safety, Office of Emergency Management Division; has been awarded State Homeland Security Grant Program, sub grant CFDA #97.042, Award #FY15 EMPG EMMA, from the New Jersey State Police Office of Emergency Management. The sub grant, consisting of a total amount of $14,000.00, including $7,000.00 Federal Award of $7,000.00 Local in-kind matching funds, is for the purpose of enhancing the City’s ability to prevent, protect against, respond to and recover from acts of terrorism, natural disasters and other catastrophic events and emergencies; and
WHEREAS, the Sub-grant award, incorporates all conditions and representations contained or made in application and notice of award; and
WHEREAS, on behalf of the City of Newark, the Coordinator of the Department of Public Safety, Office Emergency Management and Homeland Security and Preparedness Division, submitted an application for Sub-grant as required by the New Jersey State Police, Office of Emergency Management; and
WHEREAS, the application for Sub-grant award calls for an in-kind match in the amount of $7,000.00,which the City of Newark, Office of Emergency Management Division satisfies; and
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. Mayor and/or his designee, the Coordinator of the Department of Public Safety, Office of Emergency Management and Homeland Security and Preparedness Division accepts the award of the FY15 Homeland Security Emergency Management Performance Grant Program sub grant in the amount of $7,000.00 Federal Funds from the New Jersey State Police, Office of Emergency Management.
2. The Municipal Council hereby ratifies its authorization of these investment justifications from the date of the submission of these investment justifications to the date of adoption of this authorizing resolution.
3. The grant award in the amount of $7,000.00 from the New Jersey State Police, Office of Emergency Management is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
4. The Mayor/ and or his designee, the Coordinator of the Department of Public Safety, Office of Emergency Management and Homeland Security and Preparedness Division, are hereby authorized to enter into and execute grant documents with the State of New Jersey Office of Homeland Security and Preparedness to receive and expend the grant award in the amount of $7,000.00. The sub grant, consisting of a total amount of $14,000.00 including $7,000.00 Federal Award and up to $7,000.00 Local in-kind matching funds, is for the purpose of enhancing the City’s ability to prevent, protect against, respond to and recover from acts of terrorism, natural disasters and other catastrophic events and emergencies
5. Seven Thousand Dollars and Zero Cents ($7,000.00) of municipal in-kind matching funds are required for receipt or acceptance of this grant award.
6. The sum of up to Seven Tthousand Ddollars and Zero Cents ($7,000.00) is hereby appropriated under the caption FY16 Homeland Security Emergency Management Performance Grant: and
7. Copies of this resolution shall be forwarded to the New Jersey State Police, Office of Emergency Management, the Director of the Division of Local Government Services, Essex County Division of Emergency Management and the State of New Jersey, Office of the Treasury.
8. The Coordinator of the Office of Emergency Management and Homeland Security and Preparedness shall file a fully-executed copy of the FY15-EMPG-EMAA, grant award letter and grant agreement in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Coordinator of the Department of Public Safety, Office of Emergency Management and Homeland Security and Preparedness Division, to submit FY15-EMPG-EMAA, grant award letter and grant agreement from the State of New Jersey Office of Homeland Security and Preparedness for the purpose of enhancing the City’s ability to prevent, protect against, respond to and recover from acts of terrorism, natural disasters and other catastrophic events and emergencies, and furthermore, to enter into and execute grant documents with the State of New Jersey Office of Homeland Security and Preparedness, to receive and expend the grant award in the amount of $7,000.00. The Sub-grant, consisting of a total amount of $14,000,00 including up to $7,000.00 in local in-kind matching funds for the period commencing on January 1, 2016 and terminating December 31, 2016.
