WHEREAS, this cooperative agreement is entered into between the State of New Jersey, Division of Criminal Justice, Office of the Insurance Fraud Prosecutor (hereinafter referred to as OIFP), the Newark Police Department (hereinafter referred to as NPD), and the Essex County Prosecutor's Office (hereinafter referred to as ECPO), for the purpose of establishing a cooperative relationship between the named law enforcement agencies (hereafter referred to collectively as the Parties or Task Force), involving in the detection and adjudication of automobile thefts and carjacking or reported as stolen, law enforcement agencies in this State must make the threshold determination of whether there was a legitimate automobile theft or whether the automobile was reported stolen for the purpose when, in fact the au...
