WHEREAS, the United States Department of Housing and Urban Development (HUD) as authorized by the MCKINNEY-VENTO HOMELESS ASSISTANCE ACT (The Act) pursuant to 42 U.S.C. 11301 et seq., seeks to assist chronically homeless individuals with disabilities, by providing them with stable housing through rental subsidies, coupled with supportive services through local service providers; and

WHEREAS, the Mayor and the Municipal Council find and declare that continued efforts are required to provide decent and affordable housing for low and moderate income residents, including those with special needs; and

WHEREAS, the City of Newark is committed to ending homelessness by working with social service providers, to create permanent supportive housing opportunities for homeless residents; and

WHEREAS, on or about October 6, 2011, on behalf of the City of Newark, the Office of the Mayor submitted an application to HUD requesting grant funding in the amount of $647,400.00 from the Shelter ...
