WHEREAS, on September 21, 2016 through Resolution 7R3-a , the Municipal Council authorized the Mayor to accept the following Youth Program ($1,852,466.00), Adult and Dislocated Worker Program ($2,569,442.00) Workforce Innovation and Opportunity Act (WIOA) grant funds (formerly Workforce Investment Act), that was signed into law on July 1, 2014 for Program Year 2016 (July 1, 2016 through June 30, 2017 ) Which must be fully expended by no later than June 30, 2018 for a combined funding total of $4,421,908.00; and

WHEREAS, there exists a need for NewarkWORKS to enter into a contract with an entity that can provide educational services to fifty (50) youth clients in the area of Business Development training pursuant to the provisions of the WIOA for the 2016-2017 Program Year, July 1, 2016 through June 30, 2017; and

WHEREAS, on May 13, 2016 NewarkWORKS advertised a Request for Proposal, returnable on June 17, 2016 for educational and training services under the provisions of the WIOA for Program Year 2016-2017 (a copy of the Request for Proposal is attached hereto and made a part thereof); and
