WHEREAS, the North Jersey Transportation Planning Authority, Inc. (NJTPA), One Newark Center, 17th Floor, Newark, New Jersey 07102 and New Jersey Institute of Technology (NJIT), provide grant funds for various transportation related projects from the Sub-Regional Transportation Planning Program to support transportation planning work that identifies and addresses regional-level transportation needs for the local communities located within their planning area; and
WHEREAS, the City of Newark has a need for said funding for the FY2018 Sub-Regional Transportation Planning Program for the City of Newark; and
WHEREAS, on May 24, 2017, on behalf of the City of Newark, the Department of Engineering, Division of Traffic and Signals submitted a work program application to the NJTPA in conjunction with NJIT requesting grant funding for the FY2018 Sub-Regional Transportation Planning Program for the City of Newark (a copy of the May 24, 2017 work program application is attached hereto and made a part of this resolution); and
WHEREAS, as a result of this application, on June 29, 2017, the City of Newark was awarded grant funds in the amount of $95,367.00 to be used for the FY2018 Sub-Regional Transportation Planning Program for the City of Newark, for the period commencing on July 1, 2017 and terminating on June 30, 2018; (a copy of the June 29, 2017 letter from the NJTPA is attached hereto and made a part of this resolution); and
WHEREAS, the City must execute a Subcontract agreement with NJTPA and NJIT in order to obtain the grant funds with $23,841.75 in City In-Kind matching funds required.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of Engineering, are hereby authorized to submit a work program application to the North Jersey Transportation Planning Authority, Inc., (NJTPA), One Newark Center, 17th Floor, Newark, New Jersey 07102 (in conjunction with New Jersey Institute of Technology (NJIT), requesting grant funding for the FY2018 Sub-Regional Transportation Planning Program for the City of Newark (a copy of the May 24, 2017 work program application is attached hereto and made a part of this resolution).
2. The Municipal Council hereby ratifies its authorization of the work program application from May 24, 2017 to the date of adoption of this authorizing resolution.
3. The grant award in the amount of $95,367.00 from the North Jersey Transportation Planning Authority, Inc., is hereby accepted (a copy of the award letter dated June 29, 2017 is attached hereto and made a part thereof).
4. The Mayor and/or his designee, the Director of Engineering and/or his designee, are hereby authorized to enter into and execute a Subcontract with the North Jersey Transportation Planning Authority, Inc., and New Jersey Institute of Technology (NJIT) to receive and expend the grant award in the amount of $95,367.00 for the FY2018 Sub-Regional Transportation Planning Program for the City of Newark, for the period commencing on July 1, 2017 and terminating on June 30, 2018 (a copy of the Subcontract is attached hereto and made a part of this resolution).
5. The agreement between the City of Newark and North Jersey Transportation Planning Authority, Inc., and New Jersey Institute of Technology, is hereby ratified from July 1, 2017 to the date of adoption of this authorizing resolution.
6. Matching funds for this grant in the amount of $23,841.75 shall be in the form of In-Kind Services, provided by the personnel from the Division of Traffic and Signals, Department of Engineering, City of Newark.
7. The Director of the Department of Engineering and/or his designee shall file a fully executed copy of the work application, the grant award letter, and the Subcontract in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the action taken by the Director of the Department of Engineering to submit a work program application for grant funding from the North Jersey Transportation Planning Authority, Inc., (“NJTPA”) and New Jersey Institute of Technology (“NJIT”), for the project “FY2018 Sub-Regional Transportation Planning Program for the City of Newark”. This resolution furthermore ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Engineering to enter into and execute a Subcontract with and accept grant funds in the amount of $95,367.00 from NJTPA and NJIT for the period commencing on July 1, 2017 and terminating on June 30, 2018. Matching funds for this grant in the amount of $23,841.75 shall be in the form of In-Kind Services, provided by the personnel from the Division of Traffic and Signals, Department of Engineering, City of Newark.
