WHEREAS, Ordinance 6PSF-e, adopted on May 20, 2015, authorizes the designation of an intersection, etc., for honorary and ceremonial purposes; and
WHEREAS, Mrs. Blanche Judkins was born October 3, 1947, to the late Hardon and Annette Wyche in Surry County, Virginia. In 1990, she moved to Tuxedo Parkway in Newark, New Jersey and became actively involved within the community, forming the Tuxedo Parkway Block Association and Community Crime Fighting Association; and
WHEREAS, Mrs. Judkins took the lead in establishing the Tuxedo Parkway Annual Block Party, she was also instrumental in establishing and working with the “International Food and Music Festival”. She assisted in all preparations for the Festival and anything else that was done in the name of the Tuxedo Parkway Block Association or the Ivy Hill Neighborhood Association; and
WHEREAS, the Governing Body is seeking to maintain the legacy of Mrs. Blanche Judkins among Newark residents by honoring the many successful, diligent and unselfish years of community service in her honor for honorary and ceremonial purposes.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Municipal Council does hereby authorize the honorary and ceremonial renaming of the intersection of Tuxedo Parkway and Ivy Street as “Mrs. Blanche Judkins Way”.
2. The official name of said streets shall remain as Tuxedo Parkway and Ivy Street in its entirety.

This resolution hereby authorizes the naming of the intersection of Tuxedo Parkway and Ivy Street as “Mrs. Blanche Judkins Way”, for honorary and ceremonial purposes.
