WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $25,000.00 for Cities of Service Prepared Together Program Grant, and no adequate provision has been made in the 2017 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and

 

WHEREAS, on February 28, 2017, on behalf of the City, the Business Administrator submitted an application to the Cities of Service Prepared Together Program requesting grant funding in the amount of $25,000.00, for the purpose of addressing urban flooding and extreme heat by planting trees, installing rain barrels, and “cool roofs” in the City of Newark with no City funds required; and

 

WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

WHEREAS, emergency appropriations adopted in 2017 pursuant to N.J.S.A. 40A:4-20, including this Resolution, total $285,432,421.86.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     A temporary emergency appropriation be and the same is hereby made for the following classification:

2.                     Said emergency appropriation shall be provided for in the 2017 Budget.

 

3.                     A copy of this resolution shall be filed with the Director of Local Government Services by the Office of the City Clerk.

 

STATEMENT

 

This legislation establishes the temporary emergency appropriation for the Cities of Service Prepared Together Program to address urban flooding and extreme heat by planting trees installing rain barrels, and “cool roofs” in the City of Newark. No municipal funds are required for receipt or acceptance of this grant award. The project period is February 28, 2017 through April 30, 2018.
