WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $2,293,563.00, for the Homeless HRSA Program and no adequate provision has been made in the 2014 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by award letter dated October 17, 2013, from the U.S. Department of Health and Human Services/Health Resources and Services Administration, the City of Newark was awarded the Homeless HRSA Grant in the amount of $2,293,563.00 to provide medical care, social services, substance abuse and mental health counseling to the homeless population within the City of Newark (Citywide); and
