WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $3,907,122.00 for the Workforce Innovation Opportunity Act (WIOA): Adult, Youth, and Dislocated Worker Program and no provision has been made in the 2018 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by award letters, dated July 20, 2018 from the New Jersey Department of Labor and Workforce Development, the City of Newark has been awarded $3,907,122.00 to provide assistance in job placement and to train Adults, Dislocated Workers, and Youth Clients through the Workforce Innovation Fund; and
