WHEREAS, the City of Newark is in need of Per Diem Attorneys to serve as Municipal Public Defenders to be assigned to cases in the Newark Municipal Court; and
WHEREAS, legal services are professional services, exempt from the requirement of public bidding, pursuant to the Local Public Contracts Law, N.J.S.A. 40A:11-5(1)(a)(i); and
WHEREAS, the City of Newark desires to enter into a contract with Jason A. Dennis, Esq., 331 Newman Springs Road, Building 1, Red Bank, New Jersey 07701-5688, to serve as a Per Diem Municipal Public Defender for the Newark Municipal Court, providing representation to indigent defendants for an amount not to exceed seventeen thousand dollars and zero cents ($17,000.00), for the period commencing on July 1, 2018 and terminating December 31, 2018; and
WHEREAS, Local Public Contracts law (N.J.S.A. 40A:11-1 et seq.) requires that notice of the award of contracts for "Professional Services" without competitive bidding must be published in a local newspaper; and
