WHEREAS, the City of Newark Department of Public Safety, Police Division (Police Division) is in need of a social service program to assist with community relations and to aid the victims of violent crimes; and

WHEREAS, the Police Division is furthermore in need of a third-party social service program to operate, manage, and administer the above-described services; and

WHEREAS, N.J.S.A. 40A:11-4.1(b)(2) authorizes the use of competitive contracting in lieu of public bidding for the procurement of specialized goods and services for the purpose of operation, management, and administration of a Social Service Program; and

WHEREAS, pursuant to N.J.S.A. 40A:11-4.3(a), in order to initiate competitive contracting, the Municipal Council must pass a resolution authorizing the use of competitive contracting each time specialized goods or services are desired to be contracted; and
