WHEREAS, the City of Newark, Department of Health and Community Wellness, ("DHCW") is in need of a consultant to provide services for the diagnosis and treatment of co-occurring mental health services; and

WHEREAS, Local Public Contracts Law, at N.J.S.A. 40A:11-5(1)(a)(i), allows for the awarding of contracts for Professional Services without public advertising for bids; and

WHEREAS, the services of the diagnosis and treatment of co-occurring mental health and substance use disorders, qualify are "Professional Services" under N.J.S.A. 40A:11-2(6) and are therefore exempt from the requirement for public bidding pursuant to N.J.S.A. 40A:11-5(1)(a)(i); and

WHEREAS, the Director of DHCW has determined that it would be in the best interests of the City of Newark to retain Integrity House, Inc., 103 Lincoln Park, PO Box 510, Newark, New Jersey 07101, a not-for-profit organization, to provide professional services for referral as a collaborating partner for the period of September 1, 2018 through August 31, 2019, for a total contract amount not to exceed Seventy-Nine Thousand Three Hundred Twenty Dollars and Zero Cents ($79,320.00); and
