WHEREAS, the City of Newark, Department of Health and Community Wellness (DHCW), provides comprehensive primary and preventive health care services for children and adults in compliance with applicable Health Center Program requirements and corresponding regulations and policies, in accordance with Section 330 of the Public Health Service Act; and

WHEREAS, the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), has made grant funds available for the provision of these services; and

WHEREAS, on August 20, 2018, on behalf of the City of Newark, the Director of the DHCW submitted an application to the United States Department of Health and Human Services, HRSA, requesting grant funding in the amount of $3,496,497.00 from the Health Center Program's Service Area Competition (SAC) for comprehensive primary and preventive health care services for children and adults; and
