WHEREAS, the New Jersey Department of Transportation (NJDOT) has proposed to improve safety to minimize the accidents at the intersection of Frelinghuysen Avenue (Route 27) with Empire Street in the City of Newark. This intersection of improvements is included in a NJDOT project to improve another intersection along Route 27 with Magnolia Street in the City of Elizabeth; and

WHEREAS, the major items of proposed improvements are summarized as follows:

* Redesigning the entire intersection to correspond with the current traffic and pedestrian volume;

* Upgrading the traffic signal equipment and optimization of traffic signal timing and phasing;

* Installation of new and upgraded signage, striping and paving;

* Improvements to the traffic and pedestrian flow, safety and efficiency;

* Providing the most efficient lane configuration to reduce and minimize traffic congestions, accidents and creation of the safest path for pedestrian crossing; and

WHEREAS, the Department of Engineering will be an active participant in reviewing the design and specifications to ensure that intersection proposed improvements correspond with the City's requirements and needs; and

WHEREAS, a comprehensive construction detour, for vehicles, buses and trucks, will be implemented to minimize the traffic back up and congestion during the months of construction of the project which is approximately scheduled to start on or about May 2020; and
