Resolution 7R5-b adopted on October 11, 2018 for FFY 2018 Infrastructure Grant in the amount of $2,161,754.00;

Resolution 7R5-b adopted on January 9, 2019 for FFY 2019 WIC Health Service Grant in the amount of $1,861,819.00; and

Resolution 7R5-b adopted on May 1, 2019 in the amount of $59,000.00 are amended to provide additional funding in the amount of $5,200.00 for a collective amount of $2,184,996.00.

WHEREAS, the Department of Health and Community Wellness provides nutritional services, nutritional education, immunization screening and education, voter registration, and family care enrollment through the Supplemental Nutrition Program for Women Infants and Children (WIC); and

 

WHEREAS, the New Jersey Department of Health (NJDOH), Division of Family Services, has made grant funds available for the provision of WIC services to the City of Newark; and

 

WHEREAS, on October 11, 2018, the Municipal Council adopted Resolution 7R5-b which ratified and authorized the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to apply for and accept Federal Fiscal Year (FFY) 2018 Infrastructure Grant Funds in the amount of $258,977.00; and

 

WHEREAS, on January 9, 2019, the Municipal Council adopted Resolution 7R5-b which ratified and authorized the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to apply for and accept grant funds in the amount of $1,861,819.00 for WIC services for the period commencing on October 1, 2018 and terminating on September 30, 2019; and

 

WHEREAS, on May 1, 2019, the Municipal Council adopted Resolution 7R5-b which ratified and authorized the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to apply for and accept grant funds in the amount of $59,000.00 for WIC services for the period commencing on October 1, 2018 and terminating on September 30, 2019; and

 

WHEREAS, on April 15, 2019 NJDOH notified the City of Newark of an additional award of $5,200.00 for the sole purpose of purchasing breast pumps; and

 

WHEREAS, the City of Newark seeks to amend Resolution 7R5-b adopted on May 1, 2019 increasing total FFY 2019 WIC Health Service Grant to $2,184,996.00; and

 

WHEREAS, the City of Newark, Department of Health and Community Wellness, desires to accept additional funds in the amount of $5,200.00 for the sole purpose of purchasing breast pumps; and

 

WHEREAS, the City of Newark recognizes that NJDOH may extend the time of the Grant Award and/or provide additional funds, if made available; and

 

WHEREAS, NJDOH will amend the grant to reflect the extension of the grant period and/or increase or decrease additional funds, if made available.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     Resolution 7R5-b, adopted on May 1, 2019, is amended to increase the overall FFY 2019 WIC Health Service Grant funding from $2,179,796.00 to $2,184,996.00.

 

2.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are authorized to accept additional grant funding in the amount of $5,200.00 from the New Jersey Department of Health, Division of Family Health Services, P.O. Box 364, Trenton, New Jersey 08625-0364, for FFY 2019 WIC Health Service Grant for the sole purpose of purchasing breast pumps.

 

3.                     The grant award in the amount of $5,200.00 from NJDOH is hereby accepted.

 

4.                     The Municipal Council ratifies the acceptance of this grant award from October 1, 2018 to the date of adoption of this authorizing resolution.

 

5.                     No municipal funds are required for receipt or acceptance of this grant award.

 

6.                     The Director of the Department of Health and Community Wellness will file a copy of the grant award letter in the Office of the City Clerk.

 

 

STATEMENT

 

This resolution ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to accept additional funds in the amount of $5,200.00 from NJDOH for the sole purpose of purchasing breast pumps for the period commencing on October 1, 2018 and terminating on September 30, 2019.  No municipal funds are required for receipt or acceptance of the grant award.
