WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $10,000.00 for the Emergency Management Agency Assistance (EMAA) Grant and no adequate provision has been made in the 2019 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by Resolution 7R9-a(s) dated June 18, 2019, the City of Newark accepted from the New Jersey Department of Law and Public Safety, Office of the Attorney General, program funds for the Emergency Management Agency Assistance (EMAA) Grant in the amount of $10,000.00 federal share and $10,051.54 non-federal cumulative commitment by the City of Newark for the period commencing July 1, 2018 through June 30, 2019; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2019, pursuant to N.J.S.A. 40A:4-20 including this resolution total... $307,684,054.73.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is hereby made for the following classification:

2. Said emergency appropriation shall be provided for in the 2019 budget.
3. A copy of this resolution shall be immediately filed with the Director of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This Resolution establishes the temporary emergency appropriation for the Emergency Management Agency Assistance (EMAA) Grant in the amount of $10,000.00. The New Jersey Department of Law and Public Safety, Office of the Attorney General awarded the funds. The City of Newark is providing an in-kind match of $10,051.54, bringing total program resources to $20,051.54 The program commences July 1, 2018, through June 30, 2019.
