WHEREAS, on July 16, 2019, the City of Newark, through its Purchasing Agent, QPA, advertised to solicit bids for contractors to provide Lead and Healthy Homes Hazards Inspection (Consultants) for the Department of Health and Community Wellness ("DHCW"); and
WHEREAS, the Division of Central Purchasing also distributed seven (7) bid proposal packages to prospective vendors following the date of advertisement and uploaded the bid package to the City of Newark's bid management website to provide broader access and download capability to potential bidders; and
WHEREAS, on August 1, 2019, two (2) bids were received in response to this advertisement; and
WHEREAS, the Director of DHCW recommended that Mandell Lead Inspectors Inc. and AA Complete Property Service, LLC, be awarded the contract for Lead and Healthy Homes Hazards Inspection (Consultants) as the only responsive and responsible bidders; and
