WHEREAS, Resolution 7RCU - July 10, 2002, authorized the Director of Water and Sewer Utilities to execute an Agreement with the State of New Jersey, Department of Transportation, for the verification, design and protection of certain water facilities of the City's water system to accommodate the improvements to Route 46/Route 3, Valley Road Interchange Improvements, Passaic County, New Jersey; and
