AN ORDINANCE ADOPTING THE "VESEY STREET REDEVELOPMENT PLAN" FOR THE AREA BOUNDED BY 16-38 VESEY STREET (BLOCK 920, LOT 7.15) AND 253 1/2 NJRR AVENUE (BLOCK 920, LOT 60). (EAST WARD)

WHEREAS, the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1 et seq., (the "LHRL") authorizes municipalities to determine whether certain land in the municipality constitutes an area in need of redevelopment; and
WHEREAS, on March 7, 2018, the Municipal Council adopted Resolution 7R2-e authorizing and directing the Newark Central Planning Board (the "Central Planning Board") to conduct a preliminary investigation to determine whether the following properties in the East Ward of the City of Newark (the "City") constitute an area in need of redevelopment according to the criteria set forth in N.J.S.A. 40A:12A-5 of the LHRL: 16-38 Vesey Street (Block 920, Lot 7.15); 10-14 Vesey Street (Block 920, Lot 47) and 253 1/2 NJRR Avenue (Block,920, Lot 60) (the "Proposed Plan Area"); and
WHEREAS, following a preliminary investigation of the Proposed Plan Area, the Planning Board conducted a public hearing on June 11, 2018 in which it concluded that two (2) of the three (3) parcels in the Proposed Plan Area satisfy the criteria set forth in N.J.S.A. 40A:12A-5 of the LHRL; namely, 16-38 Vesey Street (Block 920, Lot 7.15) and 253 1/2 NJRR Avenue (Block 920, Lot 60); and
WHEREAS, in accordance with the LHRL and as memorialized by Resolution dated July 23, 2018, the Central Planning Board recommended to the Municipal Council that 16-38 Vesey Street (Block 920, Lot 7.15) and 253 1/2 NJRR Avenue (Block 920, Lot 60) be designated as a Non-Condemnation Area in Need of Redevelopment; and
WHEREAS, on December 5, 2018, the Municipal Council adopted Resolution 7R2-e, designating 16-38 Vesey Street (Block 920, Lot 7.15) and 253 1/2 NJRR Avenue (Block 920, Lot 60) (the "Plan Area") as a Non-Condemnation Area in Need of Redevelop...
