WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $110,000.00 for the Substance Use Disorder and Mental Health Services (SUD-MHS) and $167,000.00 for the Integrated Behavioral Health Services (IBHS) grants. The said amounts represent a total award of $277,000.00 and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and

WHEREAS, by the award letters dated July 15, 2019 and August 1, 2019, the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) has awarded the City of Newark (the "City") the SUD-MHS and IBHS grants respectively for a total grant award in the amount of $277,000.00 bringing the total program resources to $3,773,497.00.
