WHEREAS, the City of Newark (the "City") seeks to use multiple techniques that increase the citizens self-response rate from the Census in 2010; and

WHEREAS, the County of Essex, solicited proposals for the Census Sub-grant, which encourages cities to heighten awareness about the Census and inform the public that completing the forms are quick, easy, and safe; and

WHEREAS, on February 13, 2020, on behalf of the City of Newark, the Department of Administration (the "City"), submitted an application to the County of Essex, requesting funding in the amount of One Hundred Seventy Thousand Dollars and Zero Cents ($170,000.00) for the Essex County Census Sub-grant, to address specifically hard to count populations and strategize on tactics to secure a complete count; and
