WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Thirty Seven Thousand Dollars and Zero Cents ($37,000.00) for Workforce Learning Link (WLL) Program 2020-2021 and no provision has been made in the 2020 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by an award letter dated June 18, 2020 from the State of New Jersey Department of Labor and Workforce Development, the City was awarded Workforce Learning Link Program 2020-2021 in the amount of Thirty Seven Thousand Dollars and Zero Cents ($37,000.00) to provide funds for program operations; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
