WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Four Hundred Ninety-Eight Thousand, Nine Hundred Sixty Dollars and Zero Cents ($498,960.00) for FY 2020 Summer Youth Employment Program (SYEP) and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by an award letter dated June 1, 2020 from the New Jersey Department of Labor and Workforce Development, the City of Newark was awarded funding for FY 2020 SYEP in the amount of Four Hundred Ninety-Eight Thousand, Nine Hundred Sixty Dollars and Zero Cents ($498,960.00) to provide funds for program operations; and
