WHEREAS, the United States Environmental Protection Agency (USEPA) Brownfields Program provides grants and technical assistance to communities, states, tribes and others to assess, safely clean up and sustainably reuse properties which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminants; and
WHEREAS, the City of Newark (the "City") has determined that there has been, or it suspects that there has been, a discharge of hazardous substances or other pollutants or contaminants on the property located at 861-869 Clinton Avenue, Block 3016, Lot 25 (South Ward) (the "Property') and funding is needed to conduct Preliminary Assessments (PAs), Site Investigations (SIs) and site cleanup; and
