WHEREAS, the City of Newark is in need of an analysis of parking conditions throughout the City of Newark including analysis of future parking needs and potential revenue therefrom; and
WHEREAS, on December 1, 2021 the Municipal Council adopted resolution 7R4-a authorizing the use of Competitive Contracting for Parking Consultant Services as per N.J.S.A. 40A:11-4.1 et seq.; and
WHEREAS, the City of Newark advertised for bids pursuant to the Competitive Contracting Law, N.J.S.A. 40A:11-4.1 for Parking Consultant Services on January 14, 2022; and
WHEREAS, six (6) individuals/vendors requested a proposal packet; and
WHEREAS, the City received two (2) proposals: one from DESMAN, Inc., 3 West 35th Street, 3rd Floor, New York, New York 10001; and the other from Walker Consultants, 49 West 38th Street, 9th Floor, New York, New York 10018; and
WHEREAS, the proposal received from DESMAN, Inc., 3 West 35th Street, 3rd Floor, New York, New York 10001, was found to be the most responsible bidder and in the best interest of the City of Newark to accept as to price and other factors considere...
