WHEREAS, the Essex County Youth Services Commission (the "County"), receives funds through the State/Community Partnership Program to provide an array of services to assist the needs and rehabilitate detained youths from their involvement in criminal activities and from a life of crime; and

WHEREAS, the City of Newark (the "City"), is in need of funding for its Truancy Alternative Program (TAP), which is an ongoing collaborative project administered by the Newark Municipal Court, subject to N.J.S.A. 18A:38-25 and N.J.S.A. 18A:38-31, that provides family strengthening social services that empowers the parent/guardian's parenting skills and motivates at-risk youth to curb truant behavior; and

WHEREAS, the Essex County Youth Services Commission, submitted an application on its own behalf and in part on behalf of the City of Newark, requesting grant funding from the State/Community Partnership Program in the amount of Seventy-Two Thousand Eight Hundred Sixty-Eight Dollars and Zero Cents ($72,868.00) for TAP; and
