WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $273,033.00 for the Homeless Health Care Project - Primary Care HIV Prevention (PCHP) Grant and no adequate provision has been made in the 2022 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and

WHEREAS, by the award letter dated February 11, 2022, the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) has awarded the City of Newark the Homeless Health Care Project - Primary Care HIV Prevention (PCHP) Grant in the amount of $273,033.00. The aforementioned program focus is to improve access to ending the HIV Epidemic in the City of Newark; and
