WHEREAS, pursuant to N.J.S.A. 40A:11-4.1(k), competitive contracting may be used by local contracting units in lieu of public bidding for the procurement of specialized goods and services the price of which exceeds the bid threshold; and
WHEREAS, pursuant to N.J.A.C. 5:33-1.1, electronic municipal tax lien service may be procured through competitive contracting without seeking prior approval of the Director of the Division of Local Government Services; and
WHEREAS, Resolution 7R1-f adopted on February 20, 2019 ratified the use of competitive contracting for Online Tax Sale Hosting Services; and
WHEREAS, on September 17, 2020, the City's Purchasing Agent, QPA publicly advertised a Request For Proposals (RFPs) to procure Online Tax Sale Hosting Services, pursuant to N.J.S.A. 40A:11-4.3(a); and
