WHEREAS, the City of Newark (hereinafter the "City"), Department of Public Safety received a federal grant to help with opioid awareness in the City; and

WHEREAS, the City, through the Qualified Purchasing Agent, intends to solicit proposals to select organizations to receive grants to help with raising opioid awareness, prevention, outreach and educating the community by creating a Pilot Opioid Response Team Grant Program; and

WHEREAS, N.J.S.A. 40A:11-4.1(b)(2) authorizes the City to use competitive contracting, in lieu of public bidding, for the procurement of specialized goods and services to award a contract for the purpose of operation, management and administration of a social service program to create a Pilot Opioid Response Team Grant Program , and

WHEREAS, the Mayor and/or his designee, the Business Administrator, the Qualified Purchasing Agent and/or the Director of the Department of Public Safety are desirous of creating the Pilot Opioid Response Team Grant Program through the competitive contracting procurement process; and
