WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of One Hundred Thousand Dollars and Zero Cents ($100,000.00) for New Jersey Local, Empowered, Accountable, and Determined (NJLEAD) Reentry Initiative and no provision has been made in the 2023 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by Resolution 7R2-s adopted on April 5, 2023, the City of Newark (the "City") accepted funds for NJ LEAD Reentry Initiative in the amount of One Hundred Thousand Dollars and Zero Cents ($100,000.00) from the State of New Jersey Department of Corrections, to provide funds for re-entry services to former inmates returned to City jurisdiction and reduce recidivism via a re-entry liaison position; and
