WHEREAS, the City of Newark's Department of Economic and Housing Development (the "City") advertised a Request for Proposal (RFP) for On-call Environmental Consulting/Management Services on October 19, 2022, and the RFP was made available on October 24, 2022, with a due date of November 7, 2022, in accordance with the requirements of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. (the "LPCL"); and
WHEREAS, the City received a total of three (3) proposals in response to its request by the RFP due date of November 7, 2022; and
WHEREAS, Matrix New World Engineering, Land Surveying and Landscape Architecture, PC, 26 Columbia Turnpike, 2nd Floor, Florham Park, New Jersey 07932 (the "Matrix New World"), was among the three (3) proposals received in response to the RFP, and it was found based upon price and other factors, to be in the best interest of the City of Newark to accept Matrix New World's Proposal for the purpose of providing On-call Environmental Consulting/Management Services; and
