WHEREAS, the County of Morris, though the State of New Jersey, Office of Homeland Security and Preparedness without any application required by the City of Newark, through the Urban Area Security Initiative Core City Working Group (UAWG) has procured an Mobile Oxygen Generation System (Trailer), ("the Equipment") for the City of Newark under the FY13 Urban Area Strategic Initiative (UASI) Grant Program; and

WHEREAS, the City of Newark is a Core City within the UASI Region and is eligible for support in statewide planning efforts to ensure adequate evacuation, search and rescue operations and transportation needs as well as life sustaining capabilities during catastrophic events; and

WHEREAS, The Newark Office of Emergency Management and Homeland Security and Preparedness (OEM) has entered into a Memorandum of Agreement (MOA) acknowledging the receipt of the equipment purchased by the County of Morris as approved by the New Jersey Office of Homeland Security and Preparedness (NJOHSP) and UASI grant program through UASI funding; and

WHEREAS, the City of Newark wishes to accept this gift pursuant to N.J.S.A. 40A:5-29; and
