Purpose: Emergency Declaration E2026-07 The Department of Health and Community Wellness has determined that there is an immediate need for shelter due to the lack if adequate shelter capacity posing an imminent danger to unsheltered individuals and families exposing them to life-threating weather conditions and increasing public health risks.
