This Resolution authorizes the City of Newark to accept grant funding in the amount of $1,721,729.63 ($1,456,374.50 for construction and $265,355.13 for construction inspection and management services) for the Newark Ironbound Roundabout Program.
This Resolution further authorizes the City of Newark to enter into and execute a Federal Aid Cost Reimbursement Agreement with the New Jersey Department of Transportation, Division of Local Aid and Economic Development for the Newark Ironbound Roundabout Project.

WHEREAS, the New Jersey Department of Transportation (NJDOT) and the North Jersey Transportation Planning Authority (NJTPA) announced in July 2015 a statewide systemic pilot roundabout program offering Highway Safety Improvement Program (HSIP) funding for one roundabout project in each county; and
WHEREAS, the City of Newark, Department of Engineering determined that the intersection of Chestnut Street, Elm Road, Gotthard Street, Backus Street, Wheeler Point Road, and Denbigh Street, is in need of safety improvements and is eligible for HSIP funding through the pilot roundabout program; and
WHEREAS, in December 2015, the City submitted information regarding the intersection of Chestnut Street, Elm Road, Gotthard Street, Backus Street, Wheeler Point Road, and Denbigh Street to NJDOT and NJTPA for consideration for the pilot roundabout program; and
WHEREAS, on October 13, 2016, the City of Newark was notified by the NJTPA that the intersection of Chestnut Street, Elm Road, Gotthard Street, Backus Street, Wheeler Point Road and Denbigh Street, in the City of Newark was selected by NJDOT for the Pilot Roundabout Program; and
WHEREAS, this grant award is subject to all applicable federal rules and regulations, and requires federal authorization by the Federal Highway Administration (FHWA) prior to moving forward with this project; and
WHEREAS, on September 11, 2023, the FHWA authorized funding in the amount of One Million Seven Hundred Twenty-One Thousand Seven Hundred Twenty-Nine Dollars and Sixty-Three Cents ($1,721,729.63) (One Million Four Hundred Fifty-Six Thousand Three Hundred Seventy-Four Dollars and Fifty Cents ($1,456,374.50), for construction and Two Hundred Sixty-Five Thousand, Three Hundred Fifty-Five Dollars and Thirteen Cents ($265,355.13) for construction inspection and management services), for the Newark Ironbound Roundabout Project located at the intersection of Chestnut Street, Elm Road, Gotthard Street, Backus Street, Wheeler Point Road and Denbigh Street, in the City of Newark, with no municipal funds required; and
WHEREAS, the Director of the Department of Engineering desires to accept this award and enter into and execute Federal Aid Cost Reimbursement Agreement 2023-DT-BLA-207 with NJDOT, in the amount of One Million Seven Hundred Twenty-One Thousand Seven Hundred Twenty-Nine Dollars and Sixty-Three Cents ($1,721,729.63); and
WHEREAS, upon notification of final authorization of this project from NJDOT, the Director of the Department of Engineering shall submit a copy of the authorization letter and the grant/project agreement to the Corporation Counsel and the Business Administrator for review, approval, and signature.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Department of Engineering, are hereby authorized to accept the grant award in the amount of One Million Seven Hundred Twenty-One Thousand Seven Hundred Twenty-Nine Dollars and Sixty-Three Cents ($1,721,729.63), (One Million Four Hundred Fifty-Six Thousand Three Hundred Seventy-Four Dollars and Fifty Cents ($1,456,374.50) for construction and Two Hundred Sixty-Five Thousand, Three Hundred Fifty-Five Dollars and Thirteen Cents ( $265,355.13) for construction inspection and management services), for the Newark Ironbound Roundabout Project located at the intersection of Chestnut Street, Elm Road, Gotthard Street, Backus Street, Wheeler Point Road and Denbigh Street in the City of Newark, from the New Jersey Department of Transportation, with no municipal funds required (a copy of the authorization letter is attached hereto and made a part hereof).
2. The Mayor of the City of Newark and/or his designee, the Director of the Department of Engineering, are hereby further authorized to enter into and execute Federal Aid Cost Reimbursement Agreement No. 2023-DT-BLA-207 with New Jersey Department of Transportation, Division of Local Aid and Economic Development.
3. The Director of the Department of Engineering shall file a fully executed copy of the grant award letter and grant agreement in the Office of the City Clerk.
