Additional Information:

The proposed Project is a collaboration between Newark’s government and law enforcement agencies, as well as community-based organizations, aimed to improve the City’s crisis response system by enhancing existing co-responder teams to effectively provide trauma-informed comprehensive community-based behavioral health crisis services to individuals experiencing mental health emergencies, including those who are homeless.

WHEREAS, on July 25, 2022, the Mayor’s Office of Homeless Services, on behalf of the City of Newark (“City”) and in collaboration with Bridges Outreach Inc., and the Mental Health Association applied for a grant from the United States Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services in the amount of Two Million Nine Hundred Three Thousand Six Hundred Fifty-Three Dollars and Zero Cents ($2,903,653.00) over a four (4) year project period from September 30, 2023 to September 29, 2027 to carry out the Community Crisis Response Partnership Project (“project”); and

 

WHEREAS, on or about May 25, 2023, the City, received a Notice of Award from SAMHSA indicating that grant funds in the amount of Seven Hundred Twenty Seven Thousand Seven Hundred Forty Dollars and Zero Cents ($727,740.00) (“grant funds”) for the period September 30, 2023 to September 29, 2024 were being awarded the City for the project; and

 

WHEREAS, the grant application and Notice of Award incorporate the provision of contractual crisis intervention training services and behavioral health crises response services to be provided by Bridges Outreach, Inc. and Mental Health Association (“co-applicants/sub-recipients”) as sub-recipients of the grant funds; and

 

WHEREAS, to obtain the aforementioned services, the City must enter into memorandums of understanding  (“MOUs”) with the co-applicants/sub-recipients.  

 

NOW THEREFORE BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY THAT:

 

1. The Mayor of the City of Newark and/or his designee, the Business Administrator, are hereby authorized to enter into and execute memorandums of understanding (MOUs) with Bridges Outreach, Inc., with offices at 35 Halsey Street Newark, NJ 07102 for an amount of One Hundred Forty-Seven Thousand Seven Hundred Forty-Two Dollars and Zero Cents ($147,742.00) and with the Mental Health Association with offices at 33 S. Fullerton Ave, Montclair, NJ 07042 for an amount of Fifty-Eight Thousand One Hundred Twenty-Four Dollars and Zero Cents ($58,124.00) (“co-applicants/sub-recipients”) for the provision of services in connection with the Cooperative Agreements for Innovative Community Crisis Response Partnership.

 

2. The term of the aforementioned MOUs shall commence as of September 30, 2023 and terminate on September 29, 2024. 

 

3. The combined total amount authorized by this Resolution for services provided pursuant to said MOUs shall not exceed Two Hundred Five Thousand Eight Hundred Sixty-Six Dollars and Zero Cents ($205,866.00). There shall be no advanced payment under the MOUs in accordance with N.J,S.A. 40A:5-16, and any payments thereunder shall be subject to the certification of availability of, and the appropriation of funds.

 

4. The collaboration between the City and the co-applicants/sub-recipients regarding the submission of a grant application to the United States Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services dated July 25, 2022 is hereby ratified back through the date of adoption of this authorizing Resolution.

 

5. The Director of the Mayor’s Office of Homeless Services shall file a fully executed copy of the grant agreement and the MOUs in the Office of the City Clerk.

 

 

STATEMENT

 

To ratify a collaboration between the City of Newark, Bridges Outreach Inc., and Mental Health Association (the “parties”) for the preparation of a joint application for grant funding from the Substance Abuse and Mental Health Services Administration for  the Innovative Community Crisis Response Partnership Project (“Project”) and to authorize a memorandums of understanding among the parties in the amount of Two Hundred Five Thousand Eight Hundred Sixty-Six Dollars and Zero Cents ($205,866.00) for the provision of services in connection with the Project.
