WHEREAS, the City of Newark, Department of Water and Sewer Utilities was informed by the New Jersey Office of Homeland Security and Preparedness (OHSP), through an agreement, that they have allocated a sum of $150,000.00 for the “FY2015 Urban Areas Security Initiative Grant for the Newark Water Treatment”. The New Jersey Office of Homeland Security and Preparedness (OHSP), provide grant funds for various Urban Security Program; and
WHEREAS, the City of Newark, Department of Water and Sewer Utilities desires to accept and execute attached agreement with the New Jersey Office of Homeland Security and Preparedness (OHSP) to improve security at the Newark Water Treatment Plant; and
WHEREAS, the agreement between the New Jersey Office of Homeland Security and Preparedness (OHSP) and the City of Newark is specific on how the funds should be used for the Newark Water Treatment (a copy of which is attached hereto and made a part hereof); and
WHEREAS, as per attached agreement from the New Jersey Office of Homeland Security and Preparedness (OHSP) the City of Newark is awarded a grant in the amount of $150,000.00 to be used for the FY2015 Urban Areas Security Initiative Grant for the Newark Water Treatment.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of Water and Sewer Utilities and/or his designee are hereby authorized to accept grant funding in the amount of $150,000.00 from the New Jersey Office of Homeland Security and Preparedness (OHSP), P.O. Box 091, Trenton, New Jersey 08625-0091, which grant amount is to be utilized for the FY2015 Urban Areas Security Initiative Grant for the Newark Water Treatment. (A copy of the agreement is attached hereto and made a part hereof).
2. The grant award in the amount of $150,000.00 from the New Jersey Office of Homeland Security and Preparedness (OHSP) is hereby accepted (a copy of the agreement is attached hereto and made a part thereof).
3. The Mayor and/or his designee, the Director of Water and Sewer Utilities and/or his designee are hereby authorized to enter into and execute grant agreement with the New Jersey Office of Homeland Security and Preparedness (OHSP) to receive and expend the grant award in the amount of $150,000.00 for FY2015 Urban Areas Security Initiative Grant for the Newark Water Treatment, for the period commending on September 1, 2015 and terminating on August 31, 2018 (a copy of the Agreement is attached and made a part hereof)
4. The agreement between the City of Newark and the New Jersey Office of Homeland Security and Preparedness (OHSP) is hereby ratified from September 1, 2015 to the date of adoption of this authorizing resolution.
5. No matching fund is required from the City of Newark.
6. The Director of Director of Water and Sewer Utilities is further authorized to sign any and all documents necessary to facilitate receipt of the grant fund.
7. A fully executed copy of the agreement shall be filed in the Office of the City Clerk by the Director of Water and Sewer Utilities and/or his designee.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee, the Director of Water and Sewer Utilities, and/or his designee, to enter into and execute an agreement with, and accept grant funds in the amount of $150,000.00 from the New Jersey Office of Homeland Security and Preparedness (OHSP) for the “FY2015 Urban Areas Security Initiative Grant for the Newark Water Treatment for the City of Newark”, for the period commencing September 1, 2015 and terminating on August 31, 2018. No municipal funds need to be expended for this agreement.
